Theses up for review.
Research notes the stale-thesis policy currently flags. Two rules fire: declining — the thesis is cited by strategies whose 30-day realized PnL is below the loss threshold; abandoned — the note has no live citers and was published more than 180 days ago. An empty list is the healthy state.
